Toilets can talk?!

There is a sign above one of the toilets in the courthouse I've been stuck all day, every day, this entire week. It reads:

Please make sure the handle does not hang up!

Common sense will tell you what the sign is most likely there to communicate, but knowledge of the English language and grammar definitely won't get the job done.
